Who We Are

InfraGrowth Planning was founded by Jonathon Carle, an expert infrastructure planning, funding and delivery specialist with over 25 years’ experience across local government, State government and the private sector.

He has practiced as a professional planner since 2000 with experience across diverse roles and projects spanning strategic and statutory planning, development contributions, infrastructure planning, leadership and advocacy. 

Jonathon founded InfraGrowth with a clear purpose: to help deliver the infrastructure that supports growth, strengthens communities, and improves people’s lives.

He combines technical rigour with a collaborative, practical approach. As an experienced development contributions practitioner, Jonathon has prepared over 30 contributions plans — including works schedules exceeding $5 billion — for councils, agencies and developers across NSW. 

His expertise spans strategic and statutory land use planning, infrastructure delivery plans, local infrastructure contributions plans (s7.11 / s7.12), planning agreements, affordable housing contributions schemes, policy and training

He has previously held senior roles at GLN Planning (co-leading the contributions practice), City of Sydney, Office of the Lord Mayor, City of Parramatta, NSW Department of Planning, and former NSW Growth Centres Commission

Holding formal qualifications in Planning, Engineering and Arts (Policy Studies), Jonathon brings a unique multidisciplinary perspective to every project. He is a co-founder and former Board Member of non-profit Street Library Australia and former NSW Committee Member of the Australian Institute of Urban Studies (AIUS) — reflecting his ongoing commitment to community and professional leadership.
